Windchill License Types

Hi

I am looking at the different license types in Windchill.

Is there a type of license that allows someone to raise an issue within the tool without needing a full license?

While we have a limited set of users that will participate in the change process (review, design, release etc) we would like most people in the organization to be able to raise an issue with a document.
